Halving is the scheduled cutting in half of the reward that miners receive for a new block on the Bitcoin blockchain (and on some other networks).
In plain words
The block reward on Bitcoin is halved every 210,000 blocks, roughly once every four years (as stated in the Bitcoin documentation). This slows the arrival of new coins and makes their total number limited by the protocol rules. The effect of a halving on price is a matter of debate and nothing is guaranteed. Miners feel a halving in their income directly; ordinary users feel it indirectly.

Example. If the reward was X BTC per block, after the halving miners receive X/2 BTC per block: with the same electricity costs their income in coins is half as large.
