The NBU exchange rate is the official rate of the hryvnia against foreign currencies, which the National Bank of Ukraine sets and publishes every day.
In plain words
On its page the NBU explains that the official rate is used for accounting, for the NBU’s operations with the State Treasury and in other cases set by law, with no obligation on the NBU to buy or sell currency at these rates. So it is not the rate at which a bank or exchange office will buy or sell currency to you: commercial rates differ (the spread, demand). The NBU also provides the rates as open data, which is why services and calculators use them.

Example. An invoice is issued in dollars: the hryvnia equivalent for accounting is set at the official NBU rate for the relevant date, while your bank converts at its own rate.
