A certificate of no criminal record is now officially called an extract from the information and analytical system “Record of Information on Bringing a Person to Criminal Liability and the Presence of a Criminal Record.” In Diia you can order it free of charge: submitting the application takes up to 5 minutes, and the finished document arrives by email and in the “Received documents” section. Below are the steps, deadlines, the difference between the short and the full extract, and fallback routes if the online option does not work. Data checked on 19 October 2026.

Certificate or Extract: What Is the Difference

Order No. 207 of the Ministry of Internal Affairs (MVS) of 30 March 2022 (Procedure for Access to the System’s Data, version of 31 July 2026) determines that information on criminal prosecution and criminal records is provided in the form of extracts. For a person this is the same document that used to be called a certificate; the word “certificate” is still often used in everyday speech. An extract contains information that is current as of the date and time it was generated, and each one is assigned a QR code that leads to a confirming record in the system.

There are two types of extract, and you have to choose one when you apply:

TypeWhat it contains
ShortOnly information on the absence or presence of a criminal record
FullInformation on criminal prosecution, the absence (presence) of a criminal record, or restrictions provided for by criminal procedure legislation
Sources: the service page in Diia and the MVS explanation. As of 19 October 2026.

The MVS advises checking in advance with the organization which type of extract it needs. If the person is wanted at the time of the check, this will be stated in the extract regardless of its type.

What You Will Need

  • A Diia account. The service page says: register or log in in the way that is convenient for you.
  • Age 14 or older. The service is available to users who have turned 14.
  • An electronic signature. Under the Procedure, in the app the request is signed with the remote signature “Diia.Signature,” and on the portal with a qualified electronic signature (clause 4 of Section IV). If you do not have a signature, Diia advises contacting an accredited certification center: according to Diia, it costs about UAH 200, and prices differ between centers. PrivatBank clients, again according to Diia, can get a signature free of charge in Privat24 or at a branch.
  • The purpose of the request. You must state it: without a purpose the request may be rejected (clause 12 of Section IV of the Procedure).
  • Place-of-birth details. The application form asks for them.

Step by Step Through Diia

The service works on the portal and in the app. The steps below come from the service page on diia.gov.ua. In the app, the Ministry of Digital Transformation (Mintsyfry) described the following path back in 2023: “Services” → “Certificates and extracts” → extract on the absence of a criminal record, but the names of menu items may change.

  1. Click “Get an extract” and register or log in.
  2. Check your data in your profile.
  3. Choose the type of extract: short or full.
  4. Choose the purpose of the request.
  5. If you changed your personal data, state this in the application.
  6. Add the place-of-birth information.
  7. Wait for the result. According to the Diia page, the extract will be ready within 10 business days, or within 30 calendar days if the data needs additional verification.
  8. Pick up the extract. It will arrive by email, and you can also download it in your account in the “Received documents” section.

The electronic extract is certified by the qualified electronic seal of the MVS unified information system service. Its pages carry a QR code and a note that the document is not subject to an apostille or consular legalization (clause 6 of Section IV of the Procedure).

How Much It Costs and How Long to Wait

The extract is free in Diia, and also according to the state services guide, where no administrative fee is provided for either the electronic or the paper form. Compare the options:

MethodForm of extractTimeCost
Diia (portal and app)Electronic10 business days, or up to 30 calendar days if additional verification is neededFree
MVS “Unified Window” service (services.mvs.gov.ua)Electronic or paper, including with an apostilleUp to 30 days; an apostille takes up to 5 more daysFree; the applicant pays for delivery by mail or courier
Administrative Services Center (CNAP)Electronic, printed at the CNAPUp to 30 calendar daysFree
Sources: the Diia page, the state services guide, the MVS explanation and news item, the Procedure for Access (clauses 4, 7, 13 of Section IV). As of 19 October 2026.

The “up to 30 calendar days” period in the Procedure is the maximum. If you need the extract abroad and with an apostille, the electronic form will not do: an apostille is placed only on a paper one. Under the Procedure, a paper extract with an apostille can be picked up in person at the MVS service in Kyiv or received by mail or courier for an additional fee.

If It Does Not Work

  • The application was rejected. Under the Procedure, a refusal is given if the applicant could not be identified or their authority could not be confirmed, the data is incomplete or incorrect, the purpose or the type of information is not stated, or the details in the electronic request do not match the data in the signature certificate. A refusal must state the reason and explain how to appeal it; a reasoned refusal is provided within 10 business days.
  • The extract is slow to arrive. If the data needs additional verification, Diia gives a period of up to 30 calendar days. To clarify the data, checks may be run against the National Police card files (clause 10 of Section IV).
  • You disagree with the information in the extract. You can provide the MVS service with supporting documents, for example a court-certified copy of a decision with its effective date or a certificate from a penal institution, in order to change the record in the system (clause 9).
  • Diia does not suit you. You can submit a request in person or through a representative at a CNAP (clause 4), or order the extract in the MVS “Unified Window” service by choosing the electronic or paper form.

Do not pay intermediaries. The extract on the absence of a criminal record is free, and access to your Diia account, passwords and SMS codes belong to you alone. To learn how to recognize fake websites and messages, read our article on bank card fraud.

Frequently Asked Questions

Are a certificate of no criminal record and an extract on no criminal record the same thing?

For the user, yes. MVS Order No. 207 established that certificates on criminal prosecution and the absence (presence) of a criminal record are issued in the form of extracts. The name “certificate” has stayed in everyday use; ask the organization which type of extract it accepts.

How much does an extract on no criminal record cost?

In Diia and at a CNAP it is free. For a paper extract, the applicant pays only for delivery by a postal operator or courier.

How long is the extract valid?

The official pages we checked do not state a validity period. All that is known is that the extract shows data as of the date and time it was generated. Whether a fresh document is needed is decided by the organization that requires it, so ask it.

How can I verify that an extract is genuine?

It has a QR code that leads to a confirming record in the system. The Procedure also provides for verification through the electronic cabinet service, which shows the number and date of generation, the applicant’s surname, the type of extract and the conclusion itself. Diia also gives a link to the MVS website on the service page for checking validity.

Can I order an extract for another person?

A paper request can be submitted by a representative with a document authorizing them to act on the applicant’s behalf. At a CNAP the request is submitted in person or through a representative. In Diia the request is generated in the name of the user who has passed identification.
