The words “income certificate” usually cover different documents. The Pension Fund of Ukraine (PFU) issues OK-5 and OK-7 certificates, which are individual records on an insured person, while the State Tax Service (DPS) issues a certificate from the State Register of Individuals – Taxpayers on the amounts of income paid and taxes withheld. All three can be ordered online, and in Diia it is free. Below is how they differ and how to get each one. Data checked on 19 October 2026.
Which Document You Need
| Document | What it shows | Where the data comes from | Where to order online |
|---|---|---|---|
| OK-5 certificate | Insurance record, the earnings amounts from which the pension is calculated, payment of insurance contributions. Generated for the period from 2000, sometimes from 1998 | Register of Insured Persons of the Pension Fund | PFU web portal, PFU mobile app, Diia |
| OK-7 certificate | Amounts of wages on which the unified contribution is paid, and the insurance record from 2011. Usually needed for sick leave and unemployment benefit | Register of Insured Persons of the Pension Fund | PFU web portal, PFU mobile app, Diia |
| Income certificate | Amounts of income paid and taxes withheld. From 1998, for a period of no longer than 5 years | State Register of Individuals – Taxpayers (State Tax Service) | Diia, the Taxpayer’s Electronic Cabinet |
One caveat. In the question sections on Diia’s pages about OK-5 and OK-7, the periods “from 2000” and “from 2011” are in places swapped between the certificates. We use the Pension Fund’s description, because it issues these documents.
Do not mix up the documents. OK-5 and OK-7 are records from the Register of Insured Persons on the insurance record and the amounts on which contributions were paid. The certificate from the taxpayer register covers income paid and taxes withheld. Before ordering, check with the organization which certificate it needs.
OK-5 and OK-7 Through the Pension Fund Web Portal
According to the PFU instructions, the OK-5 certificate is generated free of charge at any convenient time, and an electronic certificate is the equivalent of a paper document. The Pension Fund gives the same steps for OK-5 and OK-7 on the electronic services portal:
- Log in to the portal. Click “Log in” and authenticate in any convenient way: with a qualified electronic signature, with a login and password, through ID.GOV.UA or “Diia.Signature.”
- Open the request. In the menu on the left, in the “Communications with the PFU” section, choose “Request for electronic documents.”
- Choose the certificate. In the “Type of request” field, choose “OK-5 certificate” or “OK-7 certificate.” The system fills in the general data itself; fill in the fields marked with an asterisk if they are empty.
- Give your consent to the transfer and processing of personal data and click “Send to the PFU.”
- Pick up the result. The finished certificate arrives automatically within a few minutes in the “My requests” section. You can download or print it.
OK-5 and OK-7 Through Diia
The “OK-5 Certificate” and “OK-7 Certificate” services in Diia are free: submitting the request takes up to 5 minutes, and the certificate is generated and sent automatically within a few minutes.
- Log in to the citizen’s account on diia.gov.ua with an electronic signature or BankID.
- Choose the service. In the “Services” menu, choose “OK-5 Certificate” or “OK-7 Certificate.” If there is no information about you in the Register of Insured Persons, the service will be unavailable.
- Check the data in your profile, update it if necessary and send the request.
Income Certificate From the Taxpayer Register
You can get it in Diia or in the Taxpayer’s Electronic Cabinet. Any citizen of Ukraine over 18 can order the certificate: both a sole proprietor (FOP) and an employee.
Through Diia (service page): log in with an electronic signature or BankID, choose a period, send the request and wait for a message by email or in the “Please note” section. Download the certificate itself in the “Received documents” section. Generation can take up to 30 minutes. You can start from 1998, but the period in the request cannot exceed 5 years.
Through the Electronic Cabinet. According to the cabinet’s help page, in the “EC for citizens” mode choose “request for amounts of income paid” and click “+ Create.” Then choose the period and click “Save,” and sign the document with a qualified electronic signature (choose the key file and click “Sign”). A request can be submitted from the first quarter of 1998 for any five years, that is, no more than 20 quarters.
After a while you will receive two responses: a notice that the request has been accepted and the information on the amounts of income paid and taxes withheld. You can view them without saving, download them as a PDF certificate, or download the response certified by the qualified electronic seal of the State Tax Service: this is a package with a PDF and a .p7s file.
The data in the register is updated at the beginning of each quarter, so certificates created at different times may differ. According to Diia, such a certificate is valid under the Law “On Electronic Documents and Electronic Document Circulation” and is identical to the one received in the Electronic Cabinet. The authenticity of a file with the State Tax Service seal can be checked on the website czo.gov.ua: you need to upload both files, the PDF and the .p7s.

If It Does Not Work
- The service is unavailable. In Diia it will not open if there is no information about you in the Register of Insured Persons.
- The certificate has outdated data or is missing a period. Diia advises contacting the nearest Pension Fund office. You can also go to the PFU portal, fill in the questionnaire for changing data in the Register of Insured Persons in the “Communications with the Pension Fund” section and attach scans of documents confirming the changes.
- You need a paper certificate. It is issued at a Pension Fund service center free of charge on the day of the visit. Bring your passport and the certificate of assignment of the taxpayer registration card number.
- You have questions about a refusal or the data. Pension Fund contact center: 0 800 503 753.
Do not give anyone your key or access. The electronic signature, the account password and SMS codes belong to you alone, and certificates from registers are free, so there is nothing to pay intermediaries for. To learn how to recognize fraud schemes, read our article on bank card fraud.
